Minor correction - the file I deleted is named "Outlook.sqlite" not "Outlook. After following these instructions, the missing folders reappeared as sub-folders in the Inbox folder within On My Computer. Note: The settings you see vary depending on your account type. To change these preferences in the Mail app on your Mac, choose Mail > Preferences, click Accounts, then click Server Settings. The emails within the missing folders could still be found using the search function within Outlook, but it was irritating not being able to navigate to specific folders. Use Server Settings preferences in Mail to change options for an account’s incoming and outgoing (SMTP) mail servers.

Office 365 consumer subscribers can get the new Outlook for Mac by going. This worked for me! After restoring from Time Machine, all the folders I had archived locally in "On My Computer" vanished. Office 365 Commercial customers can get the new Outlook for Mac by accessing their Office 365 Portal, (Gear icon > Office 365 Settings > Software > Outlook for Mac icon) or visiting the Software page. This forced Outlook to detect an issue and do an auto rebuild. ~/Library/Group Containers/UBF8T346G9.Office/Outlook/Outlook 15 Profiles/Main Profile/Data and deleting the Outlook.sqllite file. And for whatever reason Outlook would not detect there was an issue and offer to rebuild the profile.
Creating a new profile would not solve his issue.
(You can also open the Database Utility if you close Outlook, hold down the Option key, and then click on the Outlook icon in the Dock.) To create a new identity, click on Add and then type a name for the new identity. We had a user whose profile was corrupted and had archived mail locally on their computer. The default location is in /Applications/Microsoft Office 2011/Office/Microsoft Database Utility. This is an old post, but we just ran in to this issue.
